Abstract

Digital tools have become the core infrastructure of modern civilisation, yet large segments of the global population remain inactive despite full access. This essay introduces a dual-entropy frameworkpersonal entropy and institutional entropy-to explain why individuals and societies fail to activate available knowledge. Using decision-science and game-theoretic modelling, the essay demonstrates how digital inactivation reduces productivity, weakens trust, and slows knowledge accumulation. It argues that activation, not access, is the central economic variable of the 21st century. Without reducing entropy, humanity cannot accelerate knowledge fast enough to reach advanced frontiers such as artificial stellar engineering. The essay concludes that autonomous digital systems and long-horizon planetary institutions will become the primary trust infrastructure, enabling multigenerational projects that extend into the million-and billion-year frontier.
